Professional background

Quinn P. Stine is an Oklahoma and District of Columbia attorney with twelve years of practice in public utility regulation, energy and telecommunications infrastructure, corporate and commercial transactions, and federal litigation.


From 2014 to 2020, through Logan & Lowry, LLP and Quinn Stine, LLC, he served as assistant general counsel to Northeast Oklahoma Electric Cooperative, Inc. and its facilities-based fiber subsidiary, Northeast Rural Services, Inc., operating as BOLT Fiber Optic Services. In that role he was sole author of the carrier’s approved initial local exchange tariff, negotiated the power purchase and facilities integration agreements integrating the cooperative’s transmission and delivery-point assets with KAMO Power and drafted the conveyance instruments that closed the transaction, prepared attorney opinions supporting Rural Utilities Service financing, and advised both boards of directors. He also drafted the federal complaint in ARK-O Holding Co. v. TDS Telecommunications Corp., a post-closing dispute arising from the acquisition of three rural telephone companies.

From 2020 to 2026 he practiced at Morgan & Morgan, P.A., serving as attorney of record in the GLP-1 receptor agonists products liability MDL and as counsel in federal class action and employment litigation.

Over the same period his docket included commercial agreements with tribal sovereign and public trust counterparties (Cherokee Nation Enterprises, the Quapaw Tribe, the Seneca-Cayuga Nation, and the Craig County Hospital Authority), drafted with limited waivers of sovereign immunity scoped by entity, claimant, and contract, and the administration of twenty-seven decedents’ estates in the District Courts of Delaware, Craig, and Ottawa Counties. In June 2026 he tried a multi-defendant federal adversary proceeding under 11 U.S.C. § 523(a)(8) in the Western District of Oklahoma, carrying it from complaint through trial.

Earlier in his career he served as a judicial law clerk to the Hon. Paul J. Cleary, U.S. Magistrate Judge for the Northern District of Oklahoma, drafting two published Opinions and Orders adopted by the Court.
